The model uses six layers: problem definition, evidence quality, real alternatives, criteria and weights, execution constraints and review mechanism. Any layer may invalidate an apparently attractive recommendation.
Management should require a specific decision question, limit simultaneous priorities, define progress indicators and set an explicit date to review the thesis. Review is not an admission of error; it is part of the design.
