MGS Methodology

Evidence is not a decision

Use one system to describe what is supported and another to describe what action the evidence justifies.

Evidence states

1

CONFIRMED

Sufficient primary evidence.

CONFIRMED
2

CORROBORATED

Confirmed through consistent independent sources.

CORROBORATED
3

DECLARED

Asserted by a party but not yet verified.

DECLARED
4

UNVERIFIED

Information available without sufficient validation.

UNVERIFIED
5

INFERRED

Reasonable conclusion derived from indirect evidence.

INFERRED
6

CONTRADICTED

Available evidence contradicts the assertion.

CONTRADICTED
7

NOT IDENTIFIED

Could not be established or located.

NOT IDENTIFIED

Decision states

1

GO

Available evidence supports proceeding within the reviewed scope.

GO
2

CONDITIONAL GO

Proceed only after verifiable conditions precedent are satisfied.

CONDITIONAL GO
3

HOLD

Pause material progression while relevant gaps are resolved.

HOLD
4

NO-GO

Evidence or risk does not support proceeding as proposed.

NO-GO
5

STOP

Critical risk, prohibition, probable fraud or serious incompatibility: do not proceed.

STOP

Do not mix the two systems

Evidence status answers “how well is this claim supported?”. Decision status answers “what should we do now?”. A DECLARED fact can coexist with HOLD; a CORROBORATED fact does not automatically imply GO.
